La política pública social para los habitantes de calle en Medellín : un estudio de caso sobre la coordinación interinstitucional

This research analyzes the barriers to inter-institutional coordination that affect the implementation of the Social Public Policy for the Homeless Population in Medellín, established by Agreement 024 of 2015 and developed through the Strategic Plan 2017–2025. Using a qualitative approach based on semi-structured interviews and document analysis, the study examines the dynamics of interaction among responsible actors, revealing persistent tensions between the policy’s normative framework and its operational implementation. Key findings include functional ambiguity, decision-making conditioned by political hierarchies, informal communication mechanisms, weak accountability practices, and high staff turnover—all of which fragment the institutional capacity for sustained response. The study argues that this lack of coordination is not solely the result of technical failures but stems from an insufficiently consolidated governance structure, where formal co-responsibility does not translate into effective collaborative practices. This situation directly undermines the continuity, impact, and legitimacy of the policy. The findings provide strategic input for the next policy update and contribute to the field by offering an integral and replicable perspective on the challenges of intersectoral governance in complex social policies.
