El rol del Contract Manager en proyectos de infraestructura en Colombia

High contractual conflict in infrastructure projects in Colombia over the last decade has been associated with documentary ambiguities, reactive responses to change, and significant exposure to disputes concerning scope, time, and cost. Based on documentary analysis of four case studies and semi-structured interviews with the different actors involved in these projects, the study examines how contract management functions are carried out in practice and which gaps persist in their articulation. The findings show that, in the cases analyzed, there is no formal Contract Manager role, instead, the functions typically associated with this role are fragmented across different actors, weakening decision traceability, preventive risk management, change control, relational management, and contractual closeout. On this basis, the study proposes guidelines to consolidate this function as an early prevention mechanism, a means of coordination among actors, and a source of value generation in infrastructure projects.
