Desarrollo del Modelo de formación B-learning basado en la metodología de formulación de la Unidad de Gestión Empresarial de Proyectos - PMO para EMCALI E.I.C.E. E.S.P

This work is developed in response to the low institutional appropriation of technical guidelines and the absence of a solid project management culture at EMCALI E.I.C.E. E.S.P. This situation has negatively impacted the coherence and quality of projects in their formulation. Consequently, the implementation of a modular B-Learning pedagogical model oriented to project formulation training is proposed as a response. This model is aligned with the methodology of the Project Management Business Unit PMO, known as UGEP-PMO, with the aim of strengthening institutional competencies and promoting the adoption of good practices in project management. It is structured into six thematic modules, aimed at developing technical competencies through asynchronous and synchronous activities, didactic materials, and competency-based evaluation strategies, implemented in the Microsoft ecosystem using Microsoft Teams and SharePoint applications. The model's validation was carried out with the help of EMCALI collaborators through a structured survey, showing a positive assessment in terms of clarity, applicability, and relevance. The suggestions allowed for specific adjustments in resources and activities. It is concluded that the model is a viable and relevant training strategy that also strengthens institutional technical capacity, promotes methodological standardization, and can be scaled to other organizational processes as well.
