Resumen

Neiva, Huila - Colombia, is a place that, from its beginnings, as a foundational center has offered goods and services represented in local and urban commerce, as a centrality, it encompasses a permanent population represented in residents and a floating population represented in users who work in this centrality. This research work shows us how the traditional center of the city of Neiva, cultural and architectural heritage, has undergone a transformation mainly in its land use over the years approximately between 1965 and the present, which has led to the massive densification of trade in this city center, where currently the effective public space represented in parks and small squares is invaded and the appropriation of the effective public space is evidenced, it should be emphasized that the center of the city of Neiva, Huila - Colombia, has a deficit of effective public space, because according to what is established by the O. M.S.O., cities should have 15m2 of effective public space per inhabitant, which leaves the center of Neiva far below what is established worldwide, in short, it has a deficit of 89.39%.
