Resumen
The PDCA cycle methodology was used, taking into account the step-by-step approach of the District Institute for Risk Management and Climate Change (IDIGER) and Comprehensive School Risk Management and Education in Emergencies (SIRE). Results: The results showed a poor rating of 12/100 possible points, evidencing the Center's lack of preparedness. Twelve natural, anthropogenic, and social threats were identified, two of which were rated as imminent (theft and blockades). Subsequently, the vulnerability analysis for these threats showed that the center has a high vulnerability to fire and explosion. Finally, three threats are high risk (fire, explosion, and blockades), eight are medium risk, and one is low risk, resulting from constant power failures, protests, and geographical conditions. Based on this, an action protocol was formulated, along with eleven standard operating procedures and brigade roles adapted to the cultural context.
