Resumen
Considering Article 67 of the Political Constitution of Colombia, "Education is a right of the individual and a public service that has a social function; it seeks to provide access to knowledge, science, technology, and other cultural assets and values.“ This paper presents a study of the higher education program ”Jóvenes con Futuro" (Youth with a Future) in the municipality of Medellín and the government of Antioquia for the years 2004-2007 and 20122015, respectively. The purpose of this study is to examine the budget, the execution of resources, the main components, and the positive results obtained after its two terms.
