Resumen
During the planning and structuring phase of public procurement processes in Colombia, various adverse issues have been identified—specifically regarding sector studies or analyses—particularly concerning price determination and the official budget for contracts. The aim is to verify the accuracy of the quotes, market benchmarks, or historical data used by public entities to prepare these studies, in order to determine whether they align with actual market conditions and the local or national economy; failure to do so could result in the acquisition of goods, products, or services at prices exceeding market rates, thereby undermining the economic efficiency of the procurement processes.
