Resumen
This article analyzes the territorial implementation of Colombia’s Comprehensive Migration Policy (PIM) through a comparative study between the municipalities of San Juan de Pasto (Nariño) and Popayán (Cauca) during the 2022–2025 period. The research was developed under a qualitative interpretive approach, employing a methodological strategy based on data triangulation. This strategy integrated documentary analysis of normative and planning instruments, semi-structured interviews with institutional actors and members of the migrant population, and the systematization of information through thematic categorization matrices.
