Retos e impactos del Offshore Caribe: una mirada desde los puertos y el comercio internacional en Santa Marta

Resumen

This monograph aims to identify and analyze the main challenges and potential impacts of developing the offshore industry, specifically those activities related to hydrocarbon and renewable energy exploration on the seabed in the Colombian Caribbean. To this end, a systematic review of scientific, documentary, and informational literature was conducted using a qualitative methodological approach to understand global trends in the offshore industry, as well as the capabilities and potential of the region's main ports. The main finding of the analysis highlighted the prioritization of offshore institutional strategies focused on the energy transition. This approach emphasizes various opportunities for developing different technologies for extracting both traditional and new marine energy sources. These activities present challenges in technical standardization and reducing operating costs. The study also identified the need for exploration for reserves in the SIRIUS and UCHUVA projects, which could guarantee the country's energy security. However, regulatory certainty and efficiency of port infrastructure are identified as crucial, along with the need to overcome operating costs and the geopolitical and environmental risks inherent in all extraction operations. The development of Colombian offshore in the Caribbean will depend on the logistical adaptation of the various ports and platforms, as well as their administrative bodies, in order to achieve the necessary regulation and harmonization among the different policies for extractive development and the sustainability goals required for efficient operation.
