Resumen
The accelerated growth of technological disruption seen from Artificial Intelligence (AI) has positioned this technology as a strategic resource of considerable economic, social and environmental value, generating a high impact on a global level. In this context, the recommendations and ethical frameworks created by international organizations – UNESCO, the European Union, among others – have not been sufficient for States to adopt normative regulations that guarantee the responsible use of AI, with inclusion and social equity. In this aspect, it is observed that the international ethical dialogue on AI is led by some developed countries with a high level of techno-scientific appropriation, which excludes others to achieve a global consensus. Most documents related to ethics and AI relate to self-regulation and individual commitments, without consensus on improving regulations. In this sense, ethics and legal regulation should not be seen as brakes on the capacity for innovation and research, but rather as drivers of socially responsible use of AI in line with the development of the UN 2030 Agenda, as a plan for sustainable action in favor of people, the planet and the prosperity of the global village.
