La inversión pública en contexto de crisis: caso Jamundí, Valle del Cauca (2021-2024)
In times of crisis, analyzing public investment provides deeper insight into decision-making for a goverment. During the COVID-19 emergency, the municipality of Jamundí faced significant fiscal pressure due to the contraction of economic activity, the resulting decline in local tax revenues, and the structural rigidity of the General System of Transfers. Therefore, the study aimed to establish technical and operational criteria for prioritizing municipal public investment, based on its behavior during the pandemic and recovery period 2021-2024. The research took a quantitative approach supported by structured document analysis, using a systematic review of institutional databases. Findings show that a substantial share of municipal public investment is tied to earmarked national transfers, with sectoral differences in spending execution, constraints in education and health, and variability in water supply and basic sanitation. Socially, increased investment in education was accompanied by lower school dropout rates. The main challenge for municipal management lies not in transfer system constraints, but in strengthening financial planning processes, integrating crisis scenarios and prioritizing sustained spending in key social sectors.
