Conexión cultural y resignificación del borde urbano río Combeima-Barrio Baltazar Ibagué-Tolima

El proyecto Conexión Cultural y Resignificación del Borde Urbano Río Combeima-Barrio Baltazar en la ciudad de Ibagué se desarrolla debido a la situación actual que presenta en la ciudad. La crisis económica, la dificultad de acceder a una vivienda digna, falta de oportunidades, desplazamiento forzado y crisis migratoria, la gran mayoría de esta población se ven obligadas a ocupar de manera informal sobre los bordes urbanos poniendo en riesgo su integridad y las de sus familias en condiciones de habitabilidad muy precarias. Se determina el barrio Baltazar como área de intervención por ser el primer asentamiento en donde el rio Combeima entra en contacto con la ciudad de Ibagué , esta comunidad esta inmediata al centro histórico y cultural, es pertinente su intervención para poder establecer un modelo de configuración con el territorio de manera ordenada en todo el trazado del rio recuperando las rondas del río, resignificándolo para preservar los recursos ambientales y biodiversidad conectado con la ciudad y el paisaje por medio de la cultura como principal herramienta de configuración del espacio urbano. / Abstract : The project Cultural Connection and Resignification of the Combeima River-Baltazar Neighborhood Urban Edge in the city of Ibagué is developed due to the current situation in the city. The economic crisis, the difficulty of accessing decent housing, lack of opportunities, forced displacement and migration crisis, the vast majority of this population are forced to occupy informally on the urban edges, putting their integrity and that of their families at risk. families in very precarious housing conditions. The Baltazar neighborhood is determined as an intervention area because it is the first settlement where the Combeima river comes into contact with the city of Ibagué, this community is close to the historical and cultural center, its intervention is pertinent in order to establish a configuration model with the territory in an orderly manner throughout the river's layout, recovering the roundabouts of the river, resignifying it to preserve environmental resources and biodiversity connected to the city and the landscape through culture as the main tool for configuring urban space.
