Modelo de gobernanza del agua en la Cuenca del Río Cuja

The model of governance and water management was based on the characterization of the basin of the river Cuja, in their social, environmental, economic and institutional aspects, considering that these are the axes or pillars of Integrated Water Resource Management and sustainable development. The 70% of the population is concentrated in the rural area of the basin due to the mainly agricultural vocation of the municipalities, directly influencing the way in which the economic and environmental axes in the basin. The water supply available average of the basin is 2.57 m3/s and a water demand of 0,889 m3/s, being the agricultural sector the most water demand; getting an index of scarcity medium-high. There were strategies for each of the axes listed above by following specific goals to ensure the sustainable development of the basin; through the analysis of strengths, weaknesses, opportunities, and threats (SWOT) it was possible to propose 17 strategic actions to take advantage of the potentials and challenges, to overcome the limitations and risks of the basin for sustainable development. According to this model, governance and management of water depends on three axes: environmental, economic and social, interrelated understanding to the basin as a complex and interdependent; three components: demand management, decision making concerted and effective, and self-management and local governance. In addition to highlighting women as a transversal element to each of the axles posed in the model, and investment in each one of these axes as central to its development; stand out equally an articulation from local to national of this model.
