External financing programs for basic education in Mexico and Argentina: an analytical perspective

Resumen
In this paper, we are interested in making a comparison between two externally funded programmes for basic education in Argentina and Mexico. These are, respectively, the Programme for the Programa de Expansión y Mejoramiento de la Enseñanza Rural (EMER) implemented in the 1980s and the “Programa para Abatir el Rezago Educativo” (PARE) in the 1990s. We believe that EMER is a background to the policies that will be implemented after the Jomtien Conference, as is the case with the PARE in Mexico. The article is divided into four parts. First, we will report on the research that has addressed them. Secondly, we will focus on the objectives, the distribution of resources and the administration. Thirdly, we will address the coverage and the programs that succeeded them. Fourth, we will look at the types of evaluations that were conducted. Finally, we will look at the results of those evaluations.
