El Param Pam Pan“Fin de la Pobreza” en Cartagena de Indias, periodo 2012-2018
This paper analyzes monetary poverty indicators in Cartagena de Indias for the 2012-2018 period, in a national comparison, with the main focus on Sustainable Development Goal No. 1 "Ending Poverty". Being Cartagena one of the main cities of Colombia that has three powerful sectors of economic income; results describe an economically strengthened city, but that do not translate into the proportional progress in the reduction of poverty. At the same time, we examine the impact of the district development plans implemented in the period 2012-2018 as a roadmap for public policy to combat poverty in Cartagena. The challenge of consolidating a social protection system is great in LAC, despite the countless drawbacks and slow economic progress. The main political challenge is to consolidate a stable social protection policy and turn it into a social promotion policy in which participants can constantly strengthen their capacities, improving the income of all people. This 4 leads to recommend the Graduation Model to deal with the reality of poverty in Cartagena de Indias.
