La consulta pública en proyectos de actos administrativos en Bogotá: consideraciones y recomendaciones para el fortalecimiento de la participación ciudadana

In 2023, Bogotá D.C.'s public consultation process on draft administrative acts garnered nearly 5,000 citizen observations, offering comments and recommendations to improve regulatory projects. While this extent of participation reflects a considerable effort, a notable disparity exists between the number of inputs received and those ultimately adopted by district entities. This gap arises because many observations do not seek to propose specific changes, rendering them less pertinent in a regulatory context. Another factor is the lack of engagement with the populations most directly affected by the proposed regulations, which reduces the overall impact of citizen input. This highlights the broader need to strengthen the effectiveness of participatory mechanisms. This policy paper argues that efforts should shift from merely increasing the quantity of contributions to enhancing their pertinence and impact.
