Del papel a la tierra: brechas en la implementación de las políticas públicas para la agricultura sostenible en el páramo del Sumapaz (2015 -2023)

The Sumapaz páramo, as a strategic ecosystem and the world's most extensive páramo region, faces a historical tension between its essential ecosystem functions (water regulation, carbon sequestration, and biodiversity conservation) and the agricultural activities developed by peasant communities with deep territorial roots. In this context, the period 20152023 is characterized by an evolving normative and public policy framework, marked by milestones such as the 2016 Peace Agreement, which recognized Sumapaz as a subject of rights. Policies for the protection and promotion of sustainable agriculture in this area must therefore be analyzed with great care, in light of an emerging paradigm that seeks to reconcile strict environmental protection with rural development and social justice, moving beyond merely restrictive approaches. This research focuses on how changes have occurred due to public policies in this territorial demarcation. The literature and policy analysis during this period reveal a complex network of instruments, ranging from Environmental Management Plans and Payment for Ecosystem Services programs to local agroecology initiatives and productive projects associated with the substitution of illicit crops.
